Nouraei & M. Mostafavi Law Offices – May 11, 2024-Tehran-With respect to the import of medicines, their raw materials and medical consumables, as well as basic agricultural goods in the current Iranian year 1403 (20 March 2024- 20 March 2025), the Iranian government has listed some of such items to receive preferential currency.
The policy of providing foreign currency at preferential exchange rates to import essential goods, especially food, was implemented at the beginning of 2018 to support the more vulnerable segments of society. The list has been shortened over the past few years.
Approval No. H62504T/33107 Dated 12/2/1403 (1 May 2024)of the Council of Ministers, published in the Official Gazette 20/2/1403 (9 May 2024) reads as follows:
‘’At the meeting of 2/2/1403 (21 April 2024), at the proposal of the Ministries of Agricultural Jiha and Health, Treatment and Medical Education and based on paragraph (a) of note (4) of the single article of the national budget law of the year 1403 (Section one), the Council of Ministers approved as here below:
The list of medicine and its raw materials and medical consumables subject to preferential currency, the subject of clause (a) of note (4) of the single article of the national budget law of 1403 (section art one) is determined as follows:
The list of health-oriented items subject to the preferential currency in 1403.
1 -Foreign medicines that are not produced domestically.
2-medicinal raw materials
3- Medical equipment and supplies and their raw materials/manufacturing parts/their spare parts, except medical equipment and supplies for home use, skin, hair, beauty and dentistry
4 -Medical, consumer, and rehabilitation equipment needed by the war disabled and veterans.
5-Regular / diet powdered milk, metabolic products/special hospital food and their raw materials
6 -pharmaceutical essentials including eye solution (HPMC) and hyaluronic acid and their raw materials
2- The list of essential agricultural commodities subject to receiving preferential currency subject of paragraph (a) of note (4) of the single article of the national budget law of 1403 (part one) is determined as described in the attached table, approved by the seal of the government office.
3- Items that had been subject to the preferential currency before this approval and whose related goods were cleared from customs and sold at a determined prices approved by the Ministry of Agricultural Jihad or the Ministry of Health, Treatment, and Medical Education, as the case may be, they would also be entitled to receive the preferential currency provided they had not received their currency, before This ruling, regarding health-oriented items, is at the top of the remaining limit of the foreign currency budget approved by the tripartite memorandum of 1402 for the provision of currency for health-oriented items.
4- This approval letter replaces approval letter No. H62504T/18978.
